DEFINITIONS
Registered Player: A player who has completed registration, paid all fees, been added to their team’s official roster, and has not been suspended or removed.
Committee: The elected body of 3-7 members responsible for administering the League, including a Chair and Vice Chair.
Match Night: The scheduled evening on which a league fixture or competition match takes place.
Official Channels: Divisional WhatsApp groups, League website, and any other communication platforms designated by the Committee.
Spirit of the Game: The principle that all participants will act honestly, fairly, and in accordance with both the letter and intent of these regulations.
PART 1 — GOVERNANCE & AUTHORITY
1.1 League Identity
The League shall be known as the Barking and District Pool League (BDPL).
1.2 Committee Composition & Role
Composition
The Committee shall consist of 3-7 elected members, including a Chair and Vice Chair. Committee members serve as stewards of the League and are expected to act impartially and in the best interests of all participants.
Responsibilities
- Administering all League matters including fixtures, competitions, disputes, and communications
- Enforcing these regulations consistently and fairly
- Making determinations in ambiguous situations
- Closing loopholes and preventing abuse of regulations
- Managing League finances and membership
1.3 Committee Authority
General Authority
- The Committee has full and final authority to administer the League and interpret these regulations
- The Committee’s decisions on all League matters are final and binding
- There is no appeals process
- Where these regulations are silent on a matter, the Committee will make a ruling based on precedent, fairness, and the spirit of the game
Regulatory Powers
The Committee may:
- Amend Procedural Rules (day-to-day operations) at any time without team approval
- Amend Structural Rules (league format, promotion/relegation, fundamental rights) only at AGM or EGM, unless emergency circumstances require immediate action
- Close loopholes immediately with new or amended regulations
- Apply amended regulations retrospectively to matches where the Committee determines a loophole was exploited knowingly or unfairly
- Impose sanctions on teams or individuals who exploited loopholes, even if they technically complied with previous wording
Emergency Powers
In exceptional circumstances (public health emergencies, multiple venue closures, serious threats to League integrity), the Committee may:
- Suspend or modify any regulation temporarily, including Structural Rules
- Take immediate action with or without prior consultation
- Emergency measures will be reviewed at the next general meeting
Communication & Notice
- All Committee decisions, rule changes, and official notices communicated via official channels
- Communication via official channels constitutes formal notice to all teams
- Teams and players are responsible for monitoring official channels
- Cannot claim ignorance of communicated decisions
- Changes take effect from time of communication unless Committee specifies otherwise
1.4 Meetings
Annual General Meeting (AGM)
When: 2nd Tuesday of December each year
Who Attends: All registered players may attend and speak; teams must send at least one representative
Penalty: £10 fine per team for non-attendance without prior notice to Committee
Business Includes:
- Review of season
- Approval of proposed Structural Rule changes
- Setting fees for following season
Called By: Committee with one month’s notice, or upon written request by at least 25% of registered teams
Notice: One month required unless emergency circumstances apply
Attendance: Teams must send at least one representative; £10 fine for non-attendance
Decisions: Made by simple majority vote
Voting Procedures
- Each registered team has one vote at general meetings
- Simple majority required for decisions
- Chair has casting vote in event of a tie
- Committee members may vote if they are also registered players
PART 2 — LEAGUE STRUCTURE
2.1 Season
The League season runs from February to November each year.
2.2 Divisions
Structure
- Divisions consist of 6-16 teams
- Committee determines division composition before each season begins
- New teams may be seeded into any division to maintain competitive balance
Standard Format: 2 teams promoted, 2 teams relegated
Variations: Committee may vary this (e.g., 1 up/down, 3 up/down) based on division sizes and team numbers
Notice: Any variation from standard 2 up/2 down announced before season starts
Finality: Committee’s decision on promotion and relegation is final

Walkovers, No-Shows & Cancellations
When a team fails to fulfill a fixture (fewer than 5 players by 21:00, team cancels match, or team withdraws):
For the Non-Attending/Cancelling Team:
- Result recorded as 0-10 loss
- -10 frame difference applied
- £10 fine issued
- 0 points awarded
For the Attending Team:
- Result recorded as 10-0 win
- 2 points awarded
- Frame difference adjustment: Only +6 added to frame difference (not +10)
- Must submit completed match card as per normal procedures
Match Card Submission (Walkovers/Cancellations):
- The attending team’s captain must complete and submit a match card
- Card must list all players who were present and ready to play (or would have been available if notified of cancellation in advance)
- Players should be allocated to frame positions (S1-S8, P1-P2) as if match had been played
- Deadline: 15:00 next day (same as regular matches)
- Standard fines apply for late submission (£5 after 15:00, £10 after 20:00 Friday)
Player of the Year Points (Walkovers/Cancellations):
- Players from the attending team listed on the submitted card will receive:
- 1 attendance point (for being present and ready, or available)
- 2 win points (standard win points for first frame listed)
- Total: 3 points per player listed on card
- Players should be listed in first frame position (S1-S4) to receive win points
- If no card is submitted: No players receive any Player of the Year points
- Committee will NOT remind captains to submit walkover cards
- It is the captain’s sole responsibility to ensure card submission
Rationale for Frame Difference Adjustment:
- Prevents excessive frame difference advantage from opponent no-shows/cancellations
- Maintains competitive balance in league standings
- Equivalent to winning 8-2 (8 frames won, 2 lost = +6 difference)
- Non-attending team still receives full -10 penalty
Tiebreakers (Applied in Order)
- Frame Difference (frames won minus frames lost)
- Playoff Match if still level after frame difference
- Format: Standard league format (4 singles, 2 doubles, 4 singles)
- If playoff also drawn: single sudden-death frame between any two signed-in players
- Playoffs must be completed before Finals & Presentation Night
- Committee arranges playoff logistics; its decisions on venue and timing are final
All Matches: 4 singles, 2 doubles, 4 singles (10 frames total)
Playing Order: S1, S2, S3, S4, P1, P2, S5, S6, S7, S8

PART 3 — MEMBERSHIP & REGISTRATION
3.1 Team Registration
Annual Requirements
Registration Fee: £140 per team (or amount set by Committee at AGM)
Payment: Must be paid in full before first fixture
Player Numbers: Must register 6-12 players before season starts
Information Required:
- Team name
- Venue details
- Primary captain contact
Eligibility
- Teams must be based in or primarily represent venues in Barking & Dagenham, Redbridge, or Havering
- Committee has discretion to accept teams from adjacent areas if it maintains competitive balance
3.2 Player Registration
Start of Season Registration
Registration Window:
- The Committee will define a registration window before each season (typically opening 3 weeks before and closing 7 days before the first fixture)
- Dates will be communicated via official channels
Process:
- Captains log into the League website and register their team and players
- Captains may register any player who played for their team the previous season
- The system will block registration of players who played for a different team the previous season (this is a transfer – see below)
- New players (not registered with any team the previous season) must be added via the New Player Registration form on the website
Deadline:
- All registrations must be completed before the registration window closes
- Players not registered by this deadline cannot play until registered via the mid-season process
New Player Registration (Mid-Season)
For players not previously registered with any BDPL team:
Process:
- New players must be entered into the New Player Registration form on the League website
- The form records the date and time of submission – this is the official record of when the player was registered
- Registration must be submitted by midnight (23:59) on Tuesday for the player to be eligible for the Wednesday fixture
- Players registered after this deadline are not eligible until the following week’s fixture
Example: A captain submits a new player registration at 00:15 on Wednesday. The player is not eligible for that night’s fixture – they must wait until the following Wednesday.
Permitted Until: Three-quarters through the season
Fee: Amount set annually by Committee and communicated via official channels, currently £2.50 per player. Each team is entitled to register up to 12 players at no additional cost beyond the annual team fee. This is based on the total number of players registered to the team throughout the season, not the current active roster size. Once a team has registered 12 players in total (regardless of any removals), any subsequent registrations will be subject to the £2.50 charge per player.
Example: A team starts with 8 players, registers player 9, removes one player (leaving 8 active), then registers player 10. They have now used 10 of their 12 free registrations, leaving 2 free registrations remaining.
Transfers
Definition: A transfer occurs when a player who was registered with one team the previous season wishes to register with a different team.
Transfer requests must be initiated by the player:
- The player themselves must contact the Committee directly to request a transfer
- Requests made by captains on behalf of players will not be accepted
- This ensures the player genuinely wishes to move and prevents disputes between captains
Process:
- Player contacts Committee to request transfer
- Committee verifies the request is genuine
- Committee processes the transfer (updates system to allow new team to register the player)
- New team’s captain registers the player via the website
Timing:
- Transfer requests must be submitted at least 10 days before the first fixture to allow processing before the registration window closes
- Mid-season transfers are not permitted except in exceptional circumstances at Committee discretion
Vexatious Transfer Requests:
- If a player requests a transfer and then fails to follow through (e.g., does not register with the new team, returns to their original team, or was never genuinely intending to transfer), this is considered a vexatious request
- Vexatious transfer requests waste Committee time and cause unnecessary disruption
- Penalty: £10 fine to the player + written warning
- Repeat offence: £25 fine + potential suspension at Committee discretion
Re-Registration of Removed Players
Player Removal Process:
- Player removals will only be processed when submitted via the Player Removal Form on the League website
- Requests made via WhatsApp, email, or any other channel will not be actioned
- The form timestamp will serve as the official record of the removal request, consistent with the registration process
Re-Registration Counting:
If a player is removed from a team’s roster and subsequently re-registered to the same team, the re-registration counts as a new registration against that team’s cumulative total for the season.
- The original registration and the re-registration are counted separately
- The cumulative total is never reduced by removals
- Removals affect the active roster only, not the registration count
Example: A team has registered 12 players in total and removes one player. If that same player is later re-registered, this counts as a 13th registration and incurs a £2.50 charge. If that player is removed and re-registered a second time, this counts as a 14th registration and incurs a further £2.50 charge. Each re-registration of the same player is a separate registration for the purposes of this rule.
Note: Captains are advised that removing a player from the active roster is only necessary when creating space to register a new player beyond the 12-player limit. Players who are temporarily unavailable do not need to be removed — they simply will not be selected for matches during that period. Unnecessary removals and re-registrations serve no administrative purpose and will consume free registration slots or incur charges where the threshold has already been reached.
Registration Status
A player remains registered unless:
- Removed by their captain with Committee approval
- They transfer to another team (not permitted mid-season)
- They are suspended or expelled by Committee
- They accumulate unpaid fines exceeding limits (see Section 3.5)
- The season ends
3.3 Player Eligibility Rules
Single Team Rule
- Players may only be registered with ONE team per season
- Playing for second team while registered elsewhere:
- Automatic suspension
- £50 fine
- Frames played count as losses for ineligible team
- Previous rule breaches result in escalating sanctions including potential expulsion
Match Eligibility
Players must meet ALL of these criteria:
✓ Registered to their team by midnight Tuesday (see Section 3.2)
✓ Not under suspension
✓ No unpaid fines exceeding £30 or outstanding for more than 14 days

3.4 Team Withdrawals & Disbanding
Mid-Season Withdrawal
Notification: Teams must notify Committee immediately in writing

Consequences:

Team Status Belongs To: The majority of registered players, not the venue
If Players Re-register:
- Retain divisional status (subject to Committee approval)
- If fewer than 50% of players return: considered new team, may be seeded at Committee discretion
3.5 Fines & Financial Obligations
Payment Requirements
Maximum Unpaid Fines: £30 at any time
Payment Deadline: 14 days from issue
Non-Payment Results In:
- Suspension of all players registered to that team
- Forfeiture of subsequent fixtures until payment made
- Potential expulsion from League
Additional Restrictions:
- Teams cannot participate in any competition while fines remain outstanding
Payment Methods
- Methods communicated by Committee
- Receipt of payment must be confirmed by Committee before suspension lifted
PART 4 — MATCH REGULATIONS
4.1 Team Composition & Line-ups
Minimum Players
- Minimum: 5 registered players present and signed in to fulfill fixture
- Maximum: 12 players may be named on match sheet
Captain’s Team Selection
The team captain has sole discretion over which players participate in any match.
- Captains may select any combination of registered players who are present and eligible
- There is no requirement to play all players who are in attendance
- Players who attend but are not selected do not need to be named on the match sheet
- Players who attend but do not play a frame do not receive Player of the Year points
- Only players who play at least one frame receive POY attendance points
- Captains’ selection decisions are final and not subject to challenge or grievance providing they are within the regulations
- Players must respect the captain’s selection decisions
Selection Flexibility Examples:
- 8 players attend, captain may select any 6-8 to play
- 12 players attend, captain may select any 6-12 to play
- Captain may rest players, rotate squad, or make tactical selections as they see fit
Player Frame Limits
Each player may play maximum TWO frames in total:
- Two singles, OR
- One single + one doubles
Players cannot play two doubles frames
Key Rules:
- Maximum 2 players per team may play two singles frames in any match
- Any player playing two singles must play once in S1-S4 and once in S7-S8 ONLY
- Players playing two singles CANNOT play in S5 or S6
- Players who play two singles CANNOT also play doubles
- Each doubles pair must consist of players playing only one singles frame
Invalid Frame Combinations for Two-Singles Players:
The following are NOT permitted for players playing two singles:
- S1-S4 + S5 ❌
- S1-S4 + S6 ❌
- Any combination not including one frame from S1-S4 AND one frame from S7-S8 ❌
Valid Frame Combinations for Two-Singles Players:
- S1 + S7 ✓
- S1 + S8 ✓
- S2 + S7 ✓
- S2 + S8 ✓
- S3 + S7 ✓

Five Players Only (Exception)
When team has only 5 players:
Forfeits: P2 (second doubles) and S6 (sixth singles) before match begins
Score: Match starts 2-0 down (but can still win 8-2!)
Requirements:
- Exactly 2 players must play two singles each
- These players play once in S1-S4 and once in S7-S8 ONLY
- These two players cannot participate in P1 (first doubles)
- Remaining three players: each plays one singles + form doubles pair plus one reserve
Fewer Than Five Players
If a team cannot field 5 registered players by 21:00:
- Match awarded to opponents as a walkover
- Result recorded as 10-0 to attending team
- Non-attending team: 0 points, -10 frame difference, £10 fine
- Attending team: 2 points, +6 frame difference (see Section 2.3 for walkover rules)
- Attending team captain must submit match card for Player of the Year points

Pre-Match Requirements (Strict Enforcement)
By 20:20 (Home) / 20:25 (Away):
✓ Minimum 5 players signed in on match sheet
✓ All signed players physically present
✓ S1-S4 fully populated with player names
✓ P1 (first doubles) fully populated (both players in your pair named)
✓ Pre-signing absent players strictly prohibited
Remaining Frames (P2, S5, S6, S7, S8):
- May be populated frame by frame as the match progresses
- Players must sign the card before starting their frame
- Additional players (6-12) may arrive during the match and play, provided they sign the card before starting their frame
Doubles Declaration
Before First Doubles Frame:
- Both doubles pairs (P1 and P2, if applicable) must be declared in full
- Once declared, pairings cannot be changed
Exception: If player suffers injury or illness immediately before their doubles frame:
- If captains agree the injured or ill player can be substituted, but will not be eligible for any other frames that evening
- If an agreement can’t be reached, the frame will be forfeited
- Counts as a played frame for all involved
Penalties for Breaches
All timing or signing-in rule breaches result in:
- Affected frame(s) awarded to opponents
- £10 fine to offending team
- Forfeited frames count as played frames for player eligibility purposes
4.3 Match Start
Lag
- All frames: Begin with lag to determine break
Ready to Play
- Both players must be present and ready when their frame is called
- Delays caused by player absence may result in frame forfeiture at referee’s discretion
- Maximum grace period: 5 minutes
4.4 Result Sheets & Match Recording
Official BDPL Scorecards
All teams must use official BDPL scorecards for recording match results.
Home Team Responsibility:
- It is the home team’s responsibility to provide an official BDPL scorecard for every match
- Home teams should maintain an adequate supply of official scorecards
- Teams will be issued with official scorecards at the start of each season
- If running low on scorecards, teams must request more from the Committee before their next home match
If Home Team Cannot Provide Official Scorecard:
- The result may be submitted on paper as a temporary measure
- The home team will receive a £10 fine for each occurrence
- This penalty applies regardless of match result (win, draw, or loss)
- The fine is applied immediately upon confirmation of the violation
Away Team Using Unofficial Scorecards:
- Away teams are not expected to bring scorecards
- However, if an away team voluntarily uses unofficial scorecards or paper when an official scorecard was available, the standard penalties apply:
- First offence: Warning and requirement to resubmit on official scorecard within 24 hours
- Repeat offence: £10 fine and requirement to resubmit on official scorecard
- Persistent offence: Result may be voided at Committee discretion, plus escalating fines
Emergency Situations:
- In genuine emergency situations where no official scorecard is available and the issue could not have been foreseen (e.g., scorecards lost or damaged immediately before match), teams must contact the Committee immediately
- Committee may waive the £10 fine at its discretion if satisfied the situation was unavoidable
Completion Requirements
Official result sheets must include:

Player Name Format:
- Player names must be written as “Initial. Surname” (e.g., D. Potalot for Dave Potalot)
- If two players with the same surname are on the same team, the first name must be fully provided for both (e.g., Dave Potalot and Steve Potalot)
- This ensures clarity and avoids confusion when recording results and statistics
Both captains must sign Unless disputing result and couldn’t resolve it amicably on the night between the two captains. (see Part 6 - Grievances)
Captain Signature Requirements
Purpose of Signing:
- By signing the scorecard, a captain confirms the result is accurate and accepted
- Signing waives the right to dispute the match result later (except for conduct issues)
Refusing to Sign:
- Refusing to sign the scorecard implies the captain is disputing the result
- A captain who refuses to sign is expected to raise a grievance by midnight the following day
- The opposing captain should still sign and submit the scorecard as normal
Failure to Sign Without Raising a Grievance:
Captains who refuse to sign the scorecard but then fail to raise a grievance delay result processing and create unnecessary administrative burden. The following escalating penalties apply:

Note: Offences are tracked against the team, not the individual captain. Changing who acts as captain does not reset the count.
Alternative Signatory:
- If the captain is not present at the end of the match, any other signed-in registered player from that team may sign the scorecard on behalf of the captain
- This does not remove the captain’s overall responsibility for their team’s conduct and administration
Incorrectly Filled Scorecards
Scorecard Errors - Player Frame Positions
If a scorecard is submitted with players playing in incorrect frame positions (violating the two-singles rule):
Detection:
- Errors may be identified when results are processed by the Committee
- Errors may be reported by the opposing team via the grievance procedure
- Teams have until midnight the day following the match to report scorecard errors via the grievance process
Penalties for Incorrect Frame Positions:
If player played two singles but NOT in S1-S4 + S7-S8 combination:
- Both frames played by that player are awarded to the opponents
- £10 fine to the offending team
- Team captain responsible for ensuring correct completion
If more than 2 players played two singles frames:
- All additional players’ frames are awarded to the opponents
- £10 fine to the offending team
Example Violations:
- Player plays S2 and S5 (instead of S7 or S8) = both frames awarded to opponents + £10 fine
- Player plays S3 and S6 (instead of S7 or S8) = both frames awarded to opponents + £10 fine
- Three players play two singles each (instead of maximum 2) = third player’s frames awarded to opponents + £10 fine

Captain Responsibility:
- Both captains are responsible for ensuring the scorecard is filled in correctly before signing
- Signing an incorrectly completed scorecard waives that captains right to question the result after the match.
- Captains should verify player frame positions comply with the two-singles rule before the matches commence and before signing the card.
Committee Review:
- The Committee will review all reported scorecard errors
- Evidence should be provided (photo of scorecard)
- Committee decision on penalties is final
Submission Requirements
Who Submits:
- WINNING team submits (including walkovers)
- For drawn matches: HOME team submits
How: Clear, legible photo of completed result sheet to Divisional WhatsApp group
Deadline: 15:00 (3pm) the day following the match
Walkover Submissions:
- Attending team must complete and submit card even though match not played or was cancelled
- List all players who were present and ready to play (or available if cancellation notified in advance)
- Allocate players to frame positions as if match had been played
- Players listed in first frame positions (S1-S4) receive both attendance and win points for Player of the Year
- Committee will not remind captains - this is captain’s responsibility
- No card submitted = no Player of the Year points for any attending players

Record Keeping
- Each team must maintain own records of results

4.5 Referees
Provision of Referees
- Both teams responsible for providing referees
- Teams alternate throughout match
- Home team referees S1 (first frame)
- Then alternate: away S2, home S3, away S4, etc.
Referee Qualifications
✓ Must be registered players from either team
✓ Fully conversant with UK Blackball Rules and BDPL Regulations
✓ Players actively involved in a frame cannot referee that frame
Referee Conduct
✓ Must give full attention to the frame
✓ Mobile phone use prohibited (see Section 4.11)
✓ Must enforce rules fairly and consistently
✓ Referee’s decision is final on the night, subject to grievance process

4.6 Fixture Rescheduling
General Policy
Each team is entitled to ONE rescheduled fixture per season.
Requirements:
- Must notify both the Committee AND the opposing team at least 24 hours before the originally scheduled match start time
- Rescheduled fixture must be played before the deadline specified in the Season Schedule document
- Notification should be made via the Divisional WhatsApp group
Important Notes:
- Teams are expected to fulfill fixtures as scheduled wherever possible

4.7 Venues & Equipment Standards
Minimum Equipment Requirements
All venues must provide:

✓ Match table free from defects
Cue Rest Requirement

- Home venue must attempt to level table before match starts
- If cannot be leveled: away team may claim fixture (awarded 10-0, no fine)

Table Becomes Unplayable During Match
If table becomes unplayable (structural damage, cloth tears, lighting failure):

- If NO: Match declared void and must be replayed at later date as directed by Committee

4.8 Food Provision
Home Team Requirement
For all home league matches, the home team is required to provide food for both teams on match night.
- Food provision for cup matches is at the discretion of the home team
- Failure to provide food for a league match will result in a £10 fine per occurrence
Compensation for No-Shows
If a team fails to fulfil a fixture and the home team had prepared food in advance, the home team may claim £10 in compensation from the non-attending team.
- This sum will be collected by the Committee on the home team’s behalf
- The claim must be raised at the time the no-show is reported to the Committee
- This £10 compensation is separate from and in addition to the standard penalties applied to the non-attending team under Section 2.3
4.9 Conduct & Behaviour
Expected Standards
All players, captains, and supporters expected to:

- Behaviour likely to bring League into disrepute

- Creating disruption or discord over not being selected to play

4.10 Spirit of the Game & Committee Interpretation
Fundamental Principle
All participants expected to act in spirit of the game at all times
“Spirit of the game” means:
- Honesty
- Fairness
- Respect for opponents
- Adherence to both letter and intent of regulations
Loophole Exploitation
Where team exploits loophole contrary to spirit of game:
Committee reserves right to:
- Rule against the team even if technically complied with wording
- Apply new or amended regulation retrospectively
- Impose sanctions on offending team
- Void results if necessary
Situations Not Explicitly Covered
Committee will make ruling based on:
- Spirit of the game
- Precedent (if any)

- What reasonable, sporting participant would expect
Good Faith Expectation

PART 5 — LEAGUE COMPETITIONS
5.1 General Competition Rules
Eligibility
To enter any League competition, a player must:
- Be a currently registered League player in good standing
- Have played in at least FOUR (4) - this is defined by the appearance column on the POY table
- Have paid their competition entry fee in full by the deadline set by the Committee
- Not be under suspension
- Not have unpaid fines exceeding £30
Captain Attendance Exemption — Competition Eligibility
The requirement to have played in a minimum number of league or cup matches (as defined by the appearance column on the Player of the Year table) to qualify for competitions does not apply to the registered captain of a team.
- This exemption applies to the appearance requirement only
- All other eligibility criteria set out in Section 5.1 apply to captains in the same way as any other player, including being currently registered, not under suspension, and having no unpaid fines exceeding £30
- Entry fees must still be paid by the published deadline
Note: Where a captain also plays frames regularly and appears on the Player of the Year table, the standard appearance count applies and this exemption is not required.

5.3(a) Split Scorecard Procedure
To ensure fairness and prevent tactical matchmaking based on knowledge of the opposition’s lineup, all team cup matches (Darren Henshaw KO Shield, Premier Division Cup, and Division 1 Cup) use a split scorecard procedure for completing the lineup.
Procedure:
- Before the match, the scorecard is split or folded down the centre so that each team’s half is concealed from the other
- Both captains complete their team’s S1–S4 and P1 positions on their respective halves simultaneously, ensuring neither can see the other’s lineup
- Once both captains have completed their half, the card is brought together and both lineups are revealed at the same time
- The standard signing-in deadlines from Section 4.2 still apply: minimum 5 players signed in for the home team by 20:20, away team by 20:25
Key Rules:
- Neither captain may view the opponent’s lineup before completing their own
- Any deliberate attempt to view the opponent’s lineup before completing your own is a breach of this rule and the spirit of the game (Section 4.10)
Penalty for Breach:
Where a captain views the opposition’s lineup before completing their own, the Committee may at its discretion:
- Award any or all of the affected frames (S1–S4, P1) to the opposing team
- Issue a £10 fine to the offending team
- Take further action under Section 4.9 (Conduct) if the breach is considered deliberate
Note: The split scorecard procedure applies throughout the entire match. For remaining frames (P2, S5–S8), both teams must either complete their respective selections simultaneously without sight of the opponent’s choice, or declare their player for each frame on a frame-by-frame basis. At no point should either captain be able to select a player in response to knowing who the opposition has already nominated.

- Conducted by a Committee member, witnessed by at least one other Committee or League member
- Published via official channels
- First-drawn team plays at home wherever practical
Tie-breaker
- If match finishes 5-5, ONE additional frame played

- Normally the highest individual points scorer available at end of season

- Awarded for being signed in on the match sheet and playing at least one frame
- Simply attending the venue without playing does not earn an attendance point
Win Points (2 points):
- Awarded for winning your qualifying frame (see below)
- Maximum 3 points per match night (1 attendance + 2 win)
Qualifying Frame for Win Points:
- If you play any singles frame: your first singles frame is your qualifying frame
- If you only play doubles (no singles): your doubles frame is your qualifying frame

Responsibility
- Individuals, pairs, and teams receiving returnable perpetual trophies are responsible for their safekeeping
- Holders are financially accountable for any damage to or loss of trophies while in their possession
Storage
- Trophies may be kept at home or at a venue
- If kept at a venue: must have written agreement from the proprietor
- Recommended: photograph trophy condition when received and before returning
Return Deadline
- All returnable trophies must be returned to the Committee no later than FOUR WEEKS before Finals & Presentation Night
- Specific deadline will be communicated by Committee each year
Penalties
- Failure to return by deadline: £10 fine
- Further £10 fine for every additional week trophy remains outstanding
- Damaged trophies: holder liable for repair/replacement costs
- Lost trophies: holder liable for full replacement cost
Trophy Log
- Committee maintains a log of all returnable trophies and current holders

5.15 Finals & Presentation Night
Schedule

The Committee will publish the Finals Night schedule in advance, setting out the order and approximate timing of all finals and presentations.

Matches will be called in the published order. Players must be ready to play when their match is called.
Players in Multiple Finals

Players who qualify for multiple finals accept that back-to-back or overlapping matches may occur. This is a consequence of success, not grounds for complaint.
- Where a player is competing in multiple finals and a scheduling clash occurs:
- The player must pause their current match and play their frame in the other competition
- Once that frame is complete, they return immediately to resume the paused match
- No additional rest or warm-up time will be granted between matches
- Opponents and partners in a paused match are expected to wait. This is an unavoidable consequence of Finals Night scheduling.
Forfeiture
- If a player is not present and ready within 5 minutes of their match being called, and is not actively engaged in another final, the match is forfeited to their opponent.
Complaints
- Requests to alter the published schedule will not be considered on the night. Any concerns must be raised with the Committee before Finals Night.
PART 6 — GRIEVANCES & DISPUTES
6.1 Who May Raise a Grievance
Team Captains Only
- Only team captains may officially raise a grievance on behalf of their team
- If a registered player wishes to raise a grievance, they must notify their captain
- The captain decides whether to take the matter forward
- Individual players cannot submit grievances directly to the Committee
Scope of Grievances
Grievances may concern:
- Conduct or behaviour issues
- Refereeing decisions
- Match disputes or result disagreements
- Breaches of League rules by opponents
- Venue or equipment issues affecting match fairness
Captain Responsibility
- The Committee expects captains to take responsibility for applying rules in good faith
- Minor issues should be resolved sensibly between captains on match night, in the right spirit
- Captains should only escalate matters to the Committee when:
- Genuine disagreement exists that cannot be resolved
- A serious breach has occurred
- The spirit of the game has been violated
6.2 Match Result Confirmation & Right to Grieve
Signing the Result Sheet
- Both captains must sign the result sheet at the end of every match
- By signing, captains confirm they accept the match result as recorded
- Signing the result sheet constitutes acceptance of all frame results, player eligibility, and the final score
- Signing the result sheet waives the right to later challenge the match result
Exception: Conduct Grievances
- Grievances about player conduct, behaviour, or actions during the match may still be raised even if the result sheet has been signed
- Examples: abusive behaviour, intimidation, damage to property, serious unsporting conduct
Refusing to Sign
- If a captain refuses to sign the result sheet, they must:
- Notify the Committee of their grievance by midnight on the day following the match (see Section 6.3)
- The opposing captain should still sign and submit the result sheet as normal
- Refusing to sign does NOT automatically invalidate the result; the Committee will determine the outcome
6.3 Grievance Submission Deadline
Strict Deadline
- Grievances regarding match results must be submitted by MIDNIGHT on the day following the match
- “Day following” means the calendar day after the match (e.g., match on Tuesday, deadline Wednesday 23:59)
- If no grievance is raised by this deadline, the right to challenge any aspect of the match is permanently waived
Conduct Grievances
- Conduct and behaviour grievances should still be submitted as soon as possible
- Ideally within 48 hours of the incident
- Late submissions may be accepted at Committee discretion if there are valid reasons for the delay
Consequence of Missing Deadline
- Grievances submitted after the deadline will not be considered
- The match result as submitted will stand
- No appeals
6.4 Initiating the Grievance Process
Step 1: Declaration in WhatsApp Group
- The captain must post a short message in their Divisional WhatsApp group
- Message should state clearly: “I wish to initiate the grievance process regarding [match date] against [opponent team]”
- NO details of the grievance should be shared in the group
- NO arguments, accusations, or discussions in the group
Step 2: Contact from Divisional Representative
- The divisional representative will contact the captain directly (phone call, private message, or in person)
- Captain will provide full details of the grievance
- Captain should provide any evidence: photos, witness statements, result sheets, etc.
Evidence Requirements
- Evidence should be clear, factual, and relevant
- Photos should be clear and timestamped where possible
- Witness statements should include name, team, and contact details of witness
- Captains should gather evidence on match night where possible
6.5 Review Process
Stage 1: Divisional Representative Review
- The divisional representative will:
- Gather details and evidence from the complaining captain
- Contact the opposing captain for their account
- Collect any additional witness statements or evidence
- Encourage both captains to resolve the issue between themselves where possible
- Assess whether the grievance is valid and substantive
Stage 2: Full Committee Review
- If resolution cannot be reached at Stage 1, the divisional representative presents all findings to the full Committee
- The Committee will:
- Review all evidence and statements
- Request additional information if required
- Deliberate on the matter
- Make a ruling based on the regulations and spirit of the game
Deliberation
- Committee members will recuse themselves if they have a conflict of interest
- Decisions made by majority vote
- Chair has casting vote if tied
Timeline
- The Committee aims to resolve grievances within 7 days of submission
- Complex cases may take longer; the Committee will communicate expected timelines
6.6 Decision Communication
Temporary WhatsApp Group
- When a decision is ready, the Committee will create a temporary WhatsApp group
- Group members: all Committee members and all directly involved parties (both captains minimum)
- Group will be set to read-only for non-Committee members
Written Decision
- Decision issued as a PDF document posted in the temporary group
- Decision will include:
- Summary of the grievance
- Key evidence considered
- The Committee’s ruling
- Reasons for the ruling
- Any sanctions or penalties
- Confirmation that the decision is final
Group Closure
- The temporary group will be closed and deleted 24 hours after the decision is posted
- Main divisional groups may be placed in read-only mode during this period at Committee discretion
Finality
- The Committee’s decision is final and binding
- There is no appeals process
- Decisions take immediate effect unless otherwise stated
6.7 Vexatious or Frivolous Grievances
Committee Authority
- The Committee reserves the right to determine that a grievance is vexatious, frivolous, or made in bad faith
- Examples: repeatedly challenging minor issues, raising grievances without evidence, using the process to harass opponents
Sanctions
- Teams/captains submitting vexatious grievances may face:
- Written warning
- Fines (£10-£50)
- Suspension of grievance rights for remainder of season
- Other sanctions as appropriate
Genuine Disagreements
- The Committee recognizes that genuine disagreements occur
- Captains should not be discouraged from raising legitimate grievances
- The vexatious grievance provision is for clear abuse of the process only
6.8 Committee Position
Impartiality
- The Committee does not take pleasure in dealing with grievances
- The Committee acts solely on behalf of the League to enforce its regulations fairly
- Decisions are made without prejudice or personal bias
Basis for Decisions
- Decisions based on:
- These written regulations as they stand
- The spirit of the game
- Evidence presented
- Fairness to all parties
- Precedent where applicable
Cooperation Expected
- Considerable time and thought goes into reaching fair outcomes
- The cooperation and understanding of all teams is expected and appreciated
- Captains and players should assist the process by providing honest, complete information

7.2 Non-Financial Sanctions
Warnings
- Issued for minor first-time offences or as a caution

Suspensions

- Suspended players cannot play in any matches or competitions
- Reasons: serious misconduct, repeated violations, threatening behaviour, cheating, unpaid fines over £30

- Missing 2nd delegates meeting: 1 league point deduction
- Missing 3rd delegates meeting: Committee discretion
- Point deductions are cumulative with any fines
Expulsion
- Permanent removal from the League
- Reserved for: violence, serious threats, persistent serious misconduct, bringing League into serious disrepute
Match Forfeiture
- Entire match awarded to opponents (10-0)
- Applied for: failure to field minimum players, serious rule violations, withdrawn teams
Frame Forfeiture
- Individual frames awarded to opponents
- Applied for: ineligible players, referee failures, signing-in breaches, referee phone use, incorrect frame positions
Result Voiding
- Match result removed from records entirely
- Applied for: mid-season team withdrawals (early in season), unplayable table situations, serious irregularities
7.3 Fine Payment & Enforcement
Payment Deadline: 14 days from issue
Outstanding Fines Limit: No team or player may accrue more than £30 in unpaid fines
Consequences of Non-Payment:
- After 14 days unpaid: all team players suspended; team forfeits subsequent fixtures
- After 28 days unpaid: team faces potential expulsion; no refund of fees
